I have got 28474 rank in comedk 2019 can i get good colleges like Acharya JSS Meenakshi in round 2 for CSE branch?

Dear candidate.... hope you're doing good..
Well, basing upon your rank in comedk, it seems like you may get admission in colleges like acharya jss , Meenakshi but may not get computer science engineering. But still you can give it a try at the time of counseling and it's better to apply for colleges in your own home state so that the chances of getting admission are high.
