The GATE exam was organized this year by IIT Madras. The exams were held on February 2,3,9 and 10 2019. The results and qualifying cut-offs were released on March 15, 2019. The qualifying cut-off for Civil this year is 25.4 for the OBC-NCL category. Considering you have obtained this score you are eligible for admissions into IITs and NITs. A chance for admission in any of the IITs or NITs is very minute. You could try the lower ranked IITs and NITs. You have a decent chance of getting good state engineering colleges.
