i have got 412 rank, 754 gate score, 65 marks in gate electrical 2020. Im obc but dont have latest certificate so which iits or nits i may get without filling form as OBC candidate?

You've got a great score. You can get the top IITs with your score. I will list out a few colleges you may get admission to.
I would suggest you to also apply for IISC, Bangalore. You might get a chance there as well.
