Based on previous year cut-off, to attain a BDS seat in a government dental college, a candidate is required to score a minimum of 450 marks in NEET. A minimum of 50th percentile under general category for those who seek admissions in private dental colleges is a requirement. As you belong to reserved category therefore the SC/ST/OBC cut-off score was 146-113 .
Under 15% all india quota, you need to score more than 480 marks in neet to get BDS seat. As you have got 466 marks so you might have a chance for getting the seat in government college.

The cut off for admission in government colleges in Rajasthan under the State quota for the SC category in the previous year 2018 was a rank of 40997 and a score of 457 marks.
The cut off changes each year due to several factors like level of difficulty or level of Competition etc. This year as the paper was easier the cut off based on marks will be higher than before.
