I have got 53000 rank in vit and was asked to pay 300000 DD. Is it refundable for me if it is how much is the refundable fee??

I don't think that Fees is refundable, once paid by DD. I will advise you to contact the administration office of VIT regarding this issue. They will help you out and guide you better.
It's about 3,00,000 INR and it is no joke.
