I have got 56.33 marks with a score of 527 in GATE EE 2019 (AIR:7378). What are my chances to do M.Tech Power Electronics in IITs and NITs?

Congratulations on getting good scores. You have not provided your category. Without it , it would be quite difficult to predict your chances as your category plays a major role in the cut offs.
GATE 2019:
The GATE exam was conducted this year by IIT Madras. Around 900,000 candidates appeared for the exam. The exam was held on february 2,3,9 and 10 2019. The results and qualifying cut-offs were announced on March 15th 2019. The cut-offs were based on various factors including number of candidates appeared, overall performance, difficulty of the exam and vacancies available. GATE cut off:
IIT Madras released the official GATE qualifying cut offs on march 15th 2019. The qualifying cut off for electrical engineering is 39.6(general), 35.6(OBC-NL), 26.4(SC/ST/PWD). Considering you belong to any of these categories you have qualified GATE 2019 for admissions into IITs and NITs for Mtech programs in Electrical Engineering and its related specialisations.
Chances:
Mtech in Power electronics is offered by IITs like IIT Madras,IIT Kanpur, IIT Bombay, IIT Delhi, etc. NITs like NIT Trichy, NIT Warangal, MNIT Allahabad offer Mtech in Power Electronics. Based on the cut offs and previous years cut offs you have very less chance of making it to the top IITs and NITs considering you belong to any of the three categories. You have decent chance of making it to the lower ranked IITs and NITs. You could also try for State Engineering Colleges based on your GATE score.

Your score and rank are a bit good.But as per the previous years cutoffs for M.Tech in IITs and NITs you have less chance of making it to the higher ranked IITs instead you can get lower IITs and good NITs.So,stay hopefull of getting the good college.
