It is very much difficult to predict the chance and the possibility just only through the category rank. For a better prediction, it would be of much help if you could provide your all India rank  and the marks. This is because the category rank depends on many factors as number of candidates appearing in total, also belonging to the category, average ranking and so on. Thus, it is just impossible to predict through the category rank.
