Candidates must have secured a minimum of 75% marks in their qualifying exams in addition to qualifying in JEE Main 2018 OR must be in the top 20 percentile of their 10+2 board.

Since you have lesser marks, therefore you can become eligible only if you are in top 20 percentile.

No according to the eligibility criteria of jee mains you need to score a minimum percentile of 75% if you belong to general or Obc and 65% if belong to SC/ST in order to be eligible to attend the counseling of jee mains or to get any college through it.
