Hello,
Yes, you can sit for the jee main 2022 session 2. If you want to improve your score then you should sit for the second session and try to improve your percentile. 95+tile is enough for you to get any NIT with a good branch. Getting a good college depends upon the rank you have secured. The better your rank, the better you will get the college. If there is any nit in your home state then even if you score 80-85%tile you can get the nit with mechanical and civil-like branches under the home state quota.
After giving the session 2 exams the final result will be based on the best percentile secured by you. Let's say if you secured 46%tile in the first session and after that, you gave the exam in the second session and scored 90%tile then your final rank will be based on your 90%tile score. If you get 40%tile in the second attempt then your rank will be based on 46%tile because it was the highest/best percentile scored by you.
Giving the second attempt is completely a person's choice. If a student wants to improve more, he/she should give a second attempt but if the student is satisfied with his/her first attempt percentile then they can skip the second attempt if they want and start preparing for jee advanced to get into IIT.
If you want to get a clear sight of predicting the best college for you with your current percentile then you should use the career360 college predictor.
