I have got 714 score,708 rank and 58.33 marks in ece gate 2019. What can I get?

Congratulations on qualifying GATE.
You rank is 708 which is a good rank. Now since you have a good rank in GATE, there are various options for you.
If you want to study further and want to become a researcher or a professor you can apply in the IITs and NITs for M.Tech. Since your rank is good, you have a chance to get into IITs. You may not get the older IITs but certainly you have a fair chance in the newer ones. If you want you can also apply to older NITs. Your rank is good enough for NITs. According to your interest you can choose your specialisation and study further.
If you don't want to study further, there are many PSUs who recruit candidates using GATE score. You can apply in these PSUs like BEL, ISRO, DRDO, BARC etc. All these companies have different cut off marks. If you are selected you will be called for an interview. If you clear the interview process you will be selected and you can begin your career here.

You can get IIT Guwahati,IIT Roorkee,etc as per previous year cutoffs.
You can get other good institution also.
Chances in IIT Bombay, Madras, Kanpur,Delhi are not possible.
