As per rules you can participate in NEET 2019 as per the basic requirements and as you scored good marks in class 12th you can apply in.

Hey.
To be eligible to take the NEET 2019 exam, you must have passed in Physics, Chemistry, Biology/Bio-technology and English individually in your 12th boards or equivalent.
If you belong to the unreserved category, you should score a minimum required percentage of 50% marks in Physics, Chemistry and Biology/Bio-technology in your qualifying exam.
If you belong belong to Scheduled Caste/Scheduled Tribes or Other Backward Classes (OBC) should score a minimum of 40% in Physics, Chemistry and Biology/Bio-technology in aggregate in 12th/ equivalent.
Considering that you have passed in PCB and English Individually and have an aggregate more than 50% you seem to be eligible.
