I have got 83 percentile in mains can i get cs ,it or mechanical branch at hbtu kanpur??

HBTU is one of the top colleges there and according to your percentile, your rank will be somewhere around 2 lakh. Moreover, branches like CS and MECH are top branches and they close at ranks like 12-15k for a General Candidate. Therefore, you will not be able to get any branch with your marks in HBTU.
Also, if you are a general candidate then you will not be able to get any decent college with your rank. I suggest you either join a good private college or take a drop year and prepare again.
If you are planning for HBTU then you have to prepare with a lot of hard work and have to score above 95 percentile. Here are a few links to assist you further.
