i have got 86 percentile in jee mains 2019 do i have any chance to get into a NIT

The authorities will release the JEE Main 2019 cutoff along with the result on April 30. Cutoff for the JEE Main 2019 January session will not be declared. You can check the cutoff of JEE Main 2019 by logging into the result portal online. The JEE Main 2019 cutoff will be published category-wise. However, the expected qualifying marks for NIT this year would be:

General- 115

OBC-80

SC-60

ST-50

Wait for the final cut-off list. It is a high probability that you'll get a good NIT
