I have to unfortunately inform you that you are not eligible to participate in NEET UG 2021 counselling as you have not even qualified the exam.
The qualifying percentile for the OBC category is the 40th percentile which means scoring marks between AT LEAST 108 and 137. Since you do not even score this much, you have not qualified the exam and hence cannot even participate in the counselling let alone getting a college for any courses offered through NEET.
What you can do is either take a drop of one year where you work hard towards scoring 6-7 times better than your present score or take admission into some other private college for Bachelors degree based on your class 12 board percentage. All the best with your future plans.
