I have got 88 mark in cee assam and my rank is 2009(OBC-NCL).Can i get a seat in aec or jec

Your rank is bit high to get admission in Assam Engineering college (AEC) or Jorhat engineering college (JEC). You may get other colleges that come under CEE. You can check Jorhat Institute of science and technology (JIST), Barak valley engineering college or other colleges like Guwahati down town University. Hope it helped you.
