Since you have not mentioned anything. So I am sharing the information for general category students.
Talking about general category this year cutoff is 89.75 percentile in jee mains so according to this you cannot get any nits, IIITs for sure since you haven't qualified it. Then comes your gfti's and sftis like bits mesra, hbtu and sftis like amity etc. Some more college which you might not have heard like nanhi pari, kurukul kangri vishwavidhyalaya etc. These are not very good colleges but still have normal cutoff like they closes their all branch till 50-60k.
Some private colleges where you can apply through jee are amity, galgotia university, jaypee ( other than Delhi and waknaghat) . These are actually good college according to your rank and you have chances to get there.
Since you have asked about top gov colleges and to be honest with you chances are negligible.
If you apply to some gov college in your state under home state quota and comes under SCthat too for lower branches then chances are there to get into some gov engineering college. ST category students have high chances.

Hey there,
Your chances of getting the government college through this much score in jee mains through general category is very low. I will suggest you to go for gftis like Mizoram University, Tezpur University of you belong to the home state of these colleges otherwise you should look for top private colleges that you can get, some of these are :
Chitkara University
Pes University
Chandigarh University
Amity University etc.
