i have got 89.3 percentile in jee mains and belong to OBC category. what preferential college should I put in josaa registration???

According to your jee mains percentile,your chances to get a seat in nit or IIIT is very low. By any means ,you have to wait for csab rounds as there is very less chance to get alloted in josaa rounds.
And in csab it your home state is jharkhand then fill bit mesra ( plastic and polymer engineering, biotechnology,) or you can also go for other gfti's like guru ghasidas , bilaspur

As you have got 89.3 percentile in jee mains 2020, then your rank must be around 35000. And with this much rank there is no chance that you can get colleges if your belong from other state quota.
But if you belong from home state quota, you can get some nits like nit sikkim, nit mizoram, etc.
Now if you are in doubt that in what order you must fill the choices then the answer is simple - fill all the colleges in your preferred order, but always put the goverment college first and after that arrange the private colleges.
As you have qualified jee mains then total 423 choices are Available for you. Just arrange the colleges in order of top government colleges to lower government colleges. And after that arrange all the gftis or private colleges.
And use all the choices, don't leave any one of the choices unselected.
