No, it would require a lot more percentile to get into PEC and into your desired stream, you should go for another shot in your next exam. you also have other options like UIET, CU, GNDEC, NITJ only if you want to stay closer to your home.

I want to let you know that as per your percentile that is 90, you will have an All India Rank of approximately 90000.
The cut off for Materials and Metallurgy Engineering in the seventh round of JEE counselling ends lowest at a rank of about 60000. So, there is no chance for you to get into Punjab Engineering College in the normal rounds of counselling.
But I would like to inform that after the completion of seven rounds of JEE counselling, there will be an additional two rounds of counselling named as special rounds by the Central Seat Allocation Board (CSAB). There are changes that you can make it into Materials and Metallurgy Engineering in Punjab Engineering College as the special round cut offs goes down to approximately 95000 All India Rank. After the completion of normal rounds of counselling, please visit the official site of CSAB regularly.
Anyway, you have one more attempt left to secure a better rank in JEE Mains. A minimum increase of 30-40 marks in the second attempt of JEE Mains will surely help you to secure an All India Rank rank that will help you to make it into Punjab Engineering College, Chandigarh comfortably.
