You can get a good scholarship in various colleges depending on the college. For example - Colleges like Hindustan University in Chennai may provide you a good scholarship of around 50-70% tuition fee vavier. So this depends on college for which you apply.

Well Jagmeet, Thappar University is good to join because it has a ranking that of IIT level and this is a great univeristy in accordance to Studies. Infrastructure and other things.

There are various private colleges which can give you a scholarship based on 12th marks, each college has a different criteria for scholarship
There are colleges like Amity engineering colleges which can give you 100% scholarship for board students scoring more than 95%.
UPES dehradun also provides scholarship based on 12th marks.
