I have got 96.2 %in 2018 CBSE board...can I apply for enrolment in St Xavier's College Mumbai in 2019?

And yes, you can definitely apply for St. Xaviers College Mumbai. You will get admission there depending on the degree you choose.
Generally the 2nd merit list ends at 96% and you are above the par. But again. It all depends on the course you choose to pursue.
