i have got a rank of 545 in gcet can i get into gec for mechanical or electronic engineering

Yes you will get Mechanical engineering with this rank.
but cant be sure for electronics, though chances are there and it will depend on the situation during the counselling as it vaires year after year.
So, i would suggest you to appear for the counselling and wait and hope for the best.
But chances of getting Mech with th8is rank is quite high.
