i have got a seat in pharmd in anwar ul uloom college, but I do not think it is a good college to study there, but even if I go for round 2 and pay the fees in my first alloted seat, will I get my fees get refunded if I get another college in second phase??

If you do attend the second round of counselling (or any subsequent rounds), provided you have attended all the previous rounds, then yes, if you get selected in another college by up gradation or according to your choice, your fees is adjusted and your documents are also transferred thereafter.
