Dear Student,

it is suggested that your obc ncl certificate be of the same format as the JOSAA format to avoid any kind of ambiguity. To be on the safer side it is best if you have a obc ncl certificate following the JOSAA format.

You have collected OBC - NCL certificate from district authorities then it must be valid as district collector, District magistrate are competent authority for issuing OBC - NCL certificate.

There is always some difference in JoSAA format and actual certificate. Don't worry for that. If you have collected the certificate from competent authority then there is no doubt that it would be accepted.
