I have grace mark (5)in physics ..I got 60% in pcb including grace Mark's and I got 59% without counting grace Mark's if I will score 400+ in neet ..is there any chance to get govt college..I am student of st category

See according to your percentage in class 12th you are eligible for NEET as you belongs to ST category provided that you have secured minimum aggregate of 40% in theory as well as practical. Now coming to your NEET score, so on such score you are eligible for admission to MBBS course as the NEET 2020 Cut-off for SC category was 113-146 marks and on such score you have good chances for getting some GMCs under state quota of different states like Maharashtra Karnataka, Tamil Nadu and so on. But note that for good government medical colleges you should target at least 480+ marks in NEET 2021 out of 720 marks.
Also according to the NEET eligibility criteria there is no upper age limit for NEET but there is minimum age limit for NEET which is 17 years which means that if you want to appear for NEET 2021 then you must complete your 17 years on December 31st 2021,
