i have income certificate that valid till 26 September 2020, can i apply new income certificate now 25 Aug 2020 before my current income certificate expire.

Hello student. Income Certificate is used and is valid for one whole financial year. And there is no restriction that income certificate should not be applied before the old one expires. So, you can apply for the new income certificate before your current one gets expired.
