Dear candidate, at first lots of congratulations for your results . You have mentioned that your are from general category. According to trends of previous years and this year's JEE MAIN cut off I am afraid to inform you that your chances of getting admission into colleges NIT's and IIT's are almost negative. However You can try in state level counselling and private colleges .
Coming to your 2nd question, whether North east NIT's are better then state colleges. Well it depends. I am talking here about state colleges of all states of India. If you get state colleges like Jadavpur University level colleges then You should prefer JU level colleges to northeast NIT's otherswise you should go with the NITs.
