State and Central Boards Channel (SCB) third one is
Joint Entrance Examination of Indian Institutes of Technology (JEE)

According to the eligibilty criteria set by IISER, you can apply in 2020. You can check the details on the official notification released by IISER. In IISER 2019 only those applicants can apply who have passed 10+2 in 2018 or 2019.
