I have no placements in du 2019 first cutoff.I am waiting for second cutoff list.Is there any need for college counseling?

Their's no need for college counseling.
It's fine that you do get any college in the 1st cutoff.
Once the second cutoff is released you can again check your eligibility in the colleges or course in which you wish to take admission.
You can then go to the respective college and get admission in it.
