No, you can't apply in MP B.E Admission as you have not gave the exam of JEE MAAINS this year.

You have given the JEE MAINS exam already so You need not to apply for MP B.E. admission. You can take the admission in MP colleges through JEE MAINS rank that will be released soon.
After that go for mp counselling by that way you will be eligible to get admission in MP colleges.
