I have not mention ews in application form of, b. Vsc but now I have ews certificate, it's will be accepted if I showat the timeof counsel.

Dear Aspirant,
According to my experience of counselings, no college will entertain such a request at the time of the admission process. You have to give such information before going into the process of counseling because then you are selected according to the seat availability etc.
But there may be few exceptions and EWS is rather a new reservation, so you could contact the administration.

There is offline counselling for b. Vsc, so is there any possibility..

Here is what you can do.Contact the administration stating the same and try to convince them. But before this make sure who you are talking to is in the position to entertain your request. If you end up convincing a clerk or an intern over there, then it is no good at all.Try to talk to the head of admissions or someone equivalent.Hope this helps.
