Dear aspirant,
There are two types of caste or income certifications:
1. Issued by State Government
2. Issued by Central Government
The ones issued by state government are only restricted to state level organizations/ institutes. Not all the institutes would consider a state level caste or income certificate. This certificate can be issued from the tehsil office or the state government's website.
Since JoSAA(The Joint Seat Allocation Authority) is a central authority under the ministry of education thus you definitely need a certificate issued by central authority. The central certification takes a bit longer time so I would recommend to apply as early as possible to avoid any issues at the time of admissions.
You can apply for Central caste Certificate by clicking on following link: India.gov.in (https://www.india.gov.in/issuing-caste-or-community-certificate-sc-st-and-obc-central-govt-service)
For Income certificate please refer: services.india.gov.in (https://services.india.gov.in/service/detail/income-certificate-1)
