Yes you can get into a state government college but still chances are unsure as you haven't mentioned that these 85 percentiles are you JEE MAINS percentile or 12th standard percentile and if they are of JEE MAINS then which college you are wishing to know about so that we can check if that college accepts JEE MAINS marks.

Yes, you can get a seat through jee mains. as you belong to OBC, If you do your counseling in your state it will be more helpful for you. But you have to do your counseling in every state. there are very few Government colleges you get through JOSAA. you have to do the counseling in each state like WBJEE, BCECE counseling. and wherever you want to take admission.
