Hello there!

No, you can not apply for All India Quota Counselling process. The marks scored by you is less than the minimum required marks for NEET qualifications.

It must have been mentioned in your NEET score card too. A student who has not qualified NEET is not eligible for any medical Counselling, be it All India Quota Counselling or State Quota Counselling.
