i have paid online to state counselling for neet 2020 rs 549 and there is no notification and the service is also busy on call everytime

NEET-UG 2020 counseling dates are notnot released now.But in some states like Kerala announced the NEET counseling dates.But MCC will not released any date on this.Counsiling will begin very soon after the results for NEET 2020 examination is out.so,now you don't need to pay any fee for that.
