The policies of any College varies. Some Universities do not refund any money in order to not to loose seat. While some universities refund you half the amount. Deemed Universities would ask you to pay thr complete 5 years fee and then get leave sanctioned. Or else they won't give your submitted documents (during admission) back. As they want to fulfil the alloted seat.

Yes, you can refund the amount according to the fee policy of the medical college. If you withdraw amount in around 15 days then you get get 100% payment otherwise there will be deduction in amount accordingly.
