Yes, you can participate in Round 2 of All India Counselling. But remember some important points, if you got any College during Round 2 of All India Counselling then you have to decide between your State Quota Seat and All India Quota Seat, if you are going with All India Quota Seat then you have to withdraw your Documents from the State Quota Seat and in this case I am advising you to take prior consent from the Nodal Officer present in your State Quota College regarding Participation in All India Counselling Round 2 and ask them will they return your documents if you got a better college in AIQ and If you didn't get a better College in Round 2 of AIQ and you will choose the State Quota Seat then you have to take exit from All India Counselling and Counselling Security Money of AIQ will be Forfeit.
Round 1 is free exit in both all India Counselling and state Counselling but Round 2 is not free exit, Rule of Exit with Forfeiture of Security Money is applicable in both the Counselling Processes.
