Hello,
With that rank in JEE mains, you cannot get a seat in government colleges like NITs IIITs and GFTIs. Also you are from general category so your chances are almost zero. And for CSE you have no chance at all.
So please go for some good private engineering colleges in haryana. Here a list of some of the best
