I have passed 12 from NIOS can i take admission in Delhi Government Medical College ?

Sure, There is clearly no problem in that. You only have to do your 10th and 12th and from a recognized board to be eligible for admission in Delhi Government Medical Colleges. And NIOS (National Institute of Open Schooling) is a very well recognized board.
