I have passed 12th form west bengal board in best of five roule but I have failing marks in physics so I'm not eligible for neet. can I give physics exam again to make up for this subject form WBCHSE BOARD??

Since you are failing one subject, that is Physics, then it would be better to give re examination for this only like you have suggested. There will not be any problem if you can clear this exam and present the marksheet before the NEET admissions begin.
However, this is the academic eligibility criteria for NEET 2023 -

Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as core subjects from a recognized board.

Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
There is no restriction on the maximum number of attempts for NEET either.
