No, you won't be eligible for jee advanced 2023 .
One has a total of two attempts for JEE advanced over two consecutive years starting from the year of appearing for 12th board examination i. e as per , eligibility criteria one is eligible for JEE advanced examination only in the year in which he or she appears for 12th board examination and the next year following it.
So, with 12 th appearing year as 2019
you were eligible for jee advanced 2019 and
eligible for jee advanced 2020 only. Thus, not eligible for JEE advanced 2023

Since you have mentioned that you have passed class 12th in 2019, so i would like to tell you tgat you cannot give jee mains and jee advance exam in 2023 as you are not eligible for the same. Every Candidate is allowed to give jee mains 3 times and jee advance 2 times consecutively from the year of passing their class 12th. Since you have passed class 12 in 2019, so you can give jee mains and jee advance in 2019 and 2020. Further you can give last attempt of jee mains in 2021. So you cannot guve jee mains and jee advance in 2022 and neither in 2023.
Further the jee mains eligibility criteria says that : No age limit to appear for JEE Main 2022 exam . Any student who has passed the 12th class or its equivalent exam in the year 2020, 2021, or appearing in 2022 can apply for the entrance exam. Students can appear in the JEE Main exam for three consecutive years.

No , you can not attempt JEE Mainsin 2023 after passing class 12 in 2019 as you are only allowed to attempt JEE Mains in 3 years starting from the year of passing class 12 examination , so you were eligible to attempt in (2019,2020,2021) and for JEE Advanced you were allowed to attempt it for two consecutive years (2019 and 2020) .
You can also not attempt most of the government college entrance examination .
