I have passed class 12 in 2019 . But I didn't not give jee main or jee advanced in 2019. Am I eligible for jee advanced 2021?

If you have passed your class 12th in the year 2019 and have not given JEE mains and jee advanced in 2019, then your two attempts are over for jee mains and your all attempts are over for jee advanced.
Because in JEE mains you can give maximum up to three attempts and for jee advanced you are allowed to give two consecutive attempts from the passing year of your class 12th.
And in 2021 you can give your last attempt of Jee mains.
So as you have passed your class 12th in 2019 then in 2021 you can give onl JEE mains and jee mains 2021 will be your last attempt. And you cannot give jee advanced 2021.
Also note that - this year due to COVID-19 the candidates who were eligible for JEE-Advance 2020 and have also successfully registered for JEE-Advance 2020 but was unable to appear for JEE-Advance 2020 due to COVID-19 positive can also appear for JEE-Advance 2021 and they also need not have to qualify JEE-Main 2021.

Yes you are eligible for Joint Entrance Examination Mains and Advanced 2021 if you di not belong to general category. If you belong to general category then you will not be eligible for JEE Advanced 2021. Candidates should have passed class 12 or qualifying the exam in 2019 or 2020 are eligible to give JEE main and Advanced. NTA has released JEE Main 2021 application form on Dec 16. Candidates can also do JEE Main 2021 registration by visiting NTA website at jeemain.nta.nic.in. Last date of JEE Main 2021 application form is January 16. Payment of JEE registration fee of Rs. 650 for unreserved category and Rs. 325 for Female/ SC/ST/ PWD. Only online JEE Main 2021 application form is available. National Testing Agency (NTA) will conduct JEE main in Feb, March, April & May.
