I have passed my 12th exam from W.B. but my central level obc-ncl certificate is issued DM of Bihar so will my certificate be valid?

See if you are applying for any central level examination or any competition and has filled the reservation criteria then of course your OBC NCL certificate would be valid because it has nothing to do with which state you have passed your intermediate. And coming to the point that of which home state would be considered then you would be considered of that home state of which you would provide the local residential certificate.
