I have passed my 12th from rajasthan board in 2019 and also qualified additional maths as private student from the same board in 2021. my college course require pcm and I'm fulfilling the eligibility criteria. Do I have to upload gap certificate or my year of passing will be 2021?

Since you fit to all the criteria asked by your college, unless your college specify or ask for any such gap certificate you does not need to provide the gap certificate. Usually Gap Certificate is asked at the time of Masters but not during your Bachelor's degree after 10+2, so check their criteria and upload the documents when necessary.
