I have PCB combination in my 10+2 so is it mandatory to attempt the mathematics part in the paper if I am applying for biotechnology?

you need to have biology as a compulsory subject for pursuing biotechnology. But the criteria may differ from college to college. Some may ask for maths as an additional subject but not compulsory. But, I think you can get into biotechnology course without mathematics as your 10+2 subject.
