Your rank depicts your performance in GATE was applaudable. Every University accepts you for your GATE rank but you also need to know it's not the only parameter on which a foreign University accept students for PhD. There are various parameters such as your Bachelor's degree aggregate percentage and also you need to clear GRE/TOEFL.
Foreign Universities accept students only above 90 percentile in GATE as you have secured a good rank you need not worry in this aspect. If your Bachelor's degree aggregate percentage is good you have high chances of getting admission in an foreign University.
In india GATE score is valid for three years. For admission in PG or Job in PSU or to pursue PhD anything the validity of GATE is 3 years. Similarly foreign Universities also have the same validity for GATE score. They don't consider GATE score which is more than 3 years old.
