i have qualified in Gate 2019, but the score is very low. Should i need to write Tancet too ? what will be the counselling procedure then ?

Hello,
If you have qualified gate but your score is low then i suggest you to write Tancet too because then there will be seperate list of candidates who have appeared for tancet and based on your rank in that list you will be considered for examination. So you need to have very good score and rank in your tancet exam.
