I have ranked (16014 in general and 1269 in sc) in WBJEE can I get admission in Kolkata's best engineering colleges in CSE or IT branch

Yes, you can with your sc rank. Closing rank for sc at Heritage institute of technology was 14882 fot biotechnology. Similarly you can get admission for chemical engineering and civil engineering.
You can also get admission for same courses mentioned above, at Jadavpur university kolkata with sc rank.
At maulana abdul kalam azad University, you can get admission for computer science engineering or information technology.
