I have received 94 percentile in Jee Main 2019 and my rank is AIR 19,227 (OBC) . Can I get a seat for Chemical engineering in the top NITs ?

Your percentile is good.and your OBC rank is bit high.
As per the previous year cutoffs you have good chance of getting Chemical engineering in the medium ranked NITs such as NIT Nagpur, NIT Rourkela, NIT Bhopal,etc.you might get higher ranked NITs such as NIT Warangal, NIT Allahabad for the preferred branch in the later rounds.

In the later rounds the cutoffs for the higher NITs will decrease so there will be chance of getting it.
