i have received on 216 marks Upsee Exam in general P.H. category can i admission in top 5 GOVT collage in up.

Good, but based on the marks u can't get admission in top 5 govt college .
Check the other colleges or self financed

Government colleges are the highest demanded colleges anywhere in India and so there is always tough competition to get seat in such a college.
With a score of 216 in UPSEE’17, Unfortunately you can’t compete yourself in that race.
So ill recommend you in private colleges
