I have registered for jee advance but I couldn't upload obc certificate . but I have suited request form because I didn't get obc certificate till now . If I couldn't write the exam will the amount paid by me during registration will be refunding back

Since you didn't have the category certificate at the time of registration I hope you submitted the self declaration instead of it as is stated by JEE. They have further mentioned that after submitting self declaration the candidates should upload the valid category certificate at the time of reporting to Josaa( only for students who don't have the certificate at the time of registration). Make sure the category certificate is issued on or after 1st April 2021 and in the prescribed format as is mandated by JEE and NO irrespective of your giving exam or not the fees will not be refunded. Once paid is paid no examinations across the country have a rule of refunding the amount if you didn't appear for the exam.
